Dear All,

I am working with the International Labour Organisation (ILO) as a Technical Specialist for HIV/AIDS. In the joint United Nations (UN) response to HIV, ILO deals with workplace policy and programmes, and private sector mobilisation. In the context of our work on HIV, which falls under ILO’s strategic objective of Social Protection, we work closely with People Living with HIV (PLHIV).

“If you take away our jobs, you will kill us faster than HIV”, says Naveen Kumar a person living with HIV in ILO advocacy materials. With proper nutrition and appropriate treatment, we all know that PLHIV can lead a productive life for many years. However, the above words highlight the importance of livelihood source for PLHIV. Conceptually, this requires a two-pronged approach. Protecting jobs of PLHIV who are currently employed, and ensuring that PLHIV who are fit to work are not denied job opportunities. ILO is facilitating this through workplace policies based on the ILO Code of Practice on HIV and the World of Work.

I am happy to inform that the Ministry of Labour and Employment, Government of India (GoI) has recently launched a National Policy on HIV and the World of Work. The Policy may be downloaded from http://labour.nic.in/policy/NationalPolicy-on-HIV-AIDS.pdf (PDF, Size: 320 KB). However, not all PLHIV are able to find suitable opportunities in conventional world of work. It is raised as a major concern in many PLHIV forums since livelihood is one of the basic requirements. There is a need for support programmes that enhance their skills and enable job placements that match these newly acquired skills. Assistance and support for becoming self-employed is another unmet need.

There are some projects with good support programmes. However, they tend to be small-scale and targeting PLHIV exclusively. Moreover, when we try to scale-up such programmes, cost-effectiveness and sustainability remain key concerns. Thus, I invite you to share your inputs on:

What are your experiences and suggestions on designing vocational training programmes that ensure income generation for PLHIV?

How can PLHIV be integrated in ongoing livelihood programmes rather than conceiving standalone programmes?

Your contributions would be useful for the planning and content of a workshop we intend to conduct later this year. In our efforts to evolve better strategies, we look forward to inputs based on your experiences.
